The stage will be set on top of the building as it appears in the show, probably around the section where Kooperman forced the brothers to carry a bathtub all the way up to the top. Drainado’s statue will appear in the background.

You know, going into this, I was figuring on making Sergeant Kooperman simply an echo of Salvador since they're both heavily connected to the Plumbers Academy Mario and Luigi attended, but now that I'm thinking about it, he's got plenty on his own. Sergeant Kooperman is a cruel and vindictive instructor from the episode "Plumbers Academy" who torments Mario and Luigi for much of their first week at the school. Although he was voiced by Harvey Atkin, plays a villainous role, and has Koopa in his name, he does not seem to have any connection to King Koopa. Across the episode, he forces the brothers to carry a bathtub up a full fire escape under a time limit, unclog a sink filled with slop, dig a deep hole, fit together an impossible mess of pipes and then sprays a fire hose all over them in the middle of doing so, and finally messes up his own plumbing assignment by getting a sack of drain buster confused with a sack of concrete and ends up flooding all of Brooklyn.
Here's the moveset I came up with:
Standard B: Fire Hose
Based on his moment of "playing dirty" while the brothers piece together a mess of pipes, he will bring out a fire hose and switch it on, blasting anyone in front of him with water.
Side B: Unclogged Sink
He will work a sink with his plunger for a moment before breaking the clog inside loose and sending it flying up into the air as a projectile behind him.
Up B: Bathtub
He will jump into a bathtub carried by two of his students, who will carry it up a fire escape that will appear in the air.
Down B: Hole
He will pull out a shovel and start digging a hole in the ground. This will be a staged move, much like Villager's tree. By the time, the third stage is finished, he will have dug a deep hole in the stage that a character will be able to fall into.
Final Smash: Cement Clog
He will pour a bag of cement down a manhole that will appear in the stage. The stage will then start to rumble as water builds and builds, finally bursting from the manhole and flooding the entire stage.
Entrance: He will strut onto the stage, looking full of himself.
Taunts: Up, he will use his stick to smack a whiteboard. Side, he will probably say something like "you don't have the right stuff." Down, he will peer down into a manhole and take a drink of water as if mocking those working below.

The internet doesn't seem to have a concensus on the spelling of his name, so we're going with that one. Appearing in the episode "Brooklyn Bound" and later mentioned in "Plumbers Academy," Salvador Drainado is one of the world's most famous plumbers and the founder of the school Mario and Luigi learned their craft from. Some years before the series began, he mysteriously vanished. The brothers later discovered that he had stumbled into the Mushroom Kingdom and been trapped there many years, using his plumbing abilities to devise himself a one-way trip back home. Mario and Luigi almost go with him, but they ultimately stay behind in order to save Peach and Toad from King Koopa and his forces. The trick with him here, and what ultimately got him into the roster, is that he can act as a catch-all for literally every single plumbing-related action in the series. Mario and Luigi, of course, used a lot of said moves, but they were mixed in with pasta and game-based moves as well, while Salvador is free to be all about the moves.
Here's the moveset I came up with:
Standard B: Plunger
The most basic of plumbing moves, though it seems to be referred to as a plumber's helper a lot in the show (is that a thing and I've just never heard it called anything but a plunger?). He will pull out a plunger and stick it to an opponent's face.
Side B: Plumber's Snake
He will lash out with one of the plumber's snakes used very frequently in the series, using it to grab and opponent and pull them in closer.
Up B: Pipe Burst
He will adjust a pipe underneath him and cause it to burst, a jet of water shooting up from underneath him and sending him flying high into the air. Can damage those around it as well.
Down B: Blockage
He will work on an open pipe, breaking free a thick blockage that will then spill from the pipe and cover the ground directly in front of him, causing a possibly poisoning/possibly slippery trap for anyone who crosses it.
Final Smash: Way Home
He will climb into the machine he rigged up to send him back home to Brooklyn, shutting the door and locking it behind him. Water will then build and build underneath the machine, the pressing growing greater and greater until finally the machine is launched into the sky and off the screen, tons of water flooding out across the stage and washing away the other characters.
Entrance: He will step out of his machine, whistling with his wrench over his shoulder.
Taunts: Up, he will stare upward, scratching his chin as he considers a problem. Side, he will use his wrench to tighten a pipe. Down, a pipe will burst for a second and he will flounder in the spray.
